The Hunger Games is primarily designed to oppress and control the districts in Panem. What other forms of the Capitol's control do the people in District 12 experience?
Other forms of Capitol control used in District 12 are: the fence around the border of the District, silencing those who speak out about the government, controlling food portions, etc. These forms of “discipline” instill the fear needed to keep the Capitol in power. District 12 is located in what was “formerly” Appalachia, which could be a reflection on the current Appalachian poverty. District 12 is the poorest district in Panem, much like how Appalachia is one of the most poverty stricken areas in the U.S. Appalachia, much like District 12 also has the same general job, and coal mining.
The Capitol was introduced early in the book as vicious, dark, & malicious people. They controlled the districts as if they were servants. District 12, for example is one of the most vagrant districts and has to survive their own ways, such as creating "black markets" which are stores where items such as trading food or household items to survive are sold illegally, meaning the government isn't aware about it. If anyone disrespects or rebels against the Capitol, they can and will be killed, just like the former District 13, who were obliterated for portraying rebelion against the Capitol.

They must stay inside their district and if they do cross, it is a form of rebellion, and they must get a punishment. (A punishment could be turning into an avox and get your tongue cut off.) In the book, Katniss is supposed to stay in the fence, but she escapes to get food for her family. This is a form of rebellion because she ignores the capitols baleful and harsh rules. Also, she crosses to have some independence which she enjoys a lot. For example, the avox girl from The Hunger Games rebelled against the capitol of Panem and went into the woods. She received a very harsh punishment by getting her tongue cut off. She now has to work for the capitol.

They only allow so much food per year and they on have electricity for about 2 hours a day because district 1 takes it.

They do this because the districts tried to rebel against the capitol long ago and they lost. So, in order to show the districts whose boss, they sacrifice their children. I think that this is the most barbaric thing I’ve ever heard about. I think this because killing children for both entertainment and to show strength, is just awful.
Another form of Capitol control is the limited supply of electricity in the districts. The capitol gets electricity 24/7. While district 12 gets it for 2-3 hours a day. I’ve been without power before and it is awful. I wasn’t able to use the lights or the TV. So, I was bored and in the dark. I can’t imagine living my whole life with little to no power. Although the districts don’t have many things that need power, it still isn’t fair that the capitol takes all the electricity leaving almost no power for the districts.

However, some are not followed… In district twelve, the government put up a fence that stops any contact with the outside world. The government also says for there to be no trade. The government doesn’t know, but some people of district twelve go outside of the fence for hunting purposes and have “black markets” in the district. Black markets are stores that are secretly ran. You trade and sell at the black markets. The government doesn’t know about them going outside of the boundary (fence), or the secret stores because if they did; it would be a sign of rebellion…
The people of district 12 experience all kinds if forms of control from the Capitol. For example, you aren't allowed to leave your district or have any knowledge of outside districts whatsoever, unless you're on the Victor's Tour. I don't think that I would be able to be trapped in Shepherdsville for my whole life. Even though it's a whole city, I would still feel claustrophobic and I would get tired of the same things and faces every single day.

The forms of the capitols control is if you rebel or commit a crime against Panem you get your tongue cut and have to serve the capitol for the rest of your life. Another example would be the electric fence around district twelve, that you cannot travel outside of, and if you’re caught the capitol would punish you, as far as killing you, or maybe your family. If you do travel outside of the electric fence most of the time it’s for hunting, and also if you do hunt you sell them in the “hob” which is the black market in the Hunger Games you could also get punished if you’re caught. Lastly if you speak out against the capitol you would also be punished like being taken away from your family or even killed based on the severity of your actions. These punishments remind the citizens of district twelve that there will be consequences if you do rebel against the capitol.

Most people in district 12 are better off going outside the fence and hunting for food, but once the food is hunted, they will trade the food for other types of food like trading a squirrel for a loaf of bread.
